Unlike Google Maps, HERE data is available in China. The extremely generous free tier (250,000 transactions/month) makes it competitive for developers. HERE has some of the most accurate road network data globally u2014 particularly in regions where Google Maps data is weaker.

HERE has features specifically designed for logistics: truck routing (accounting for vehicle height, weight, and hazmat restrictions), fleet management APIs, real-time traffic and incident data, highly accurate road speed profiles, and off-road routing. These capabilities are not available in Google Maps and make HERE the preferred choice for transportation applications.
HERE has better China coverage than most Western mapping APIs through its partnership with local providers. However, like all foreign mapping services, operating in China requires compliance with Chinese mapping regulations. For China-specific applications, Baidu Maps or AutoNavi (Gaode) have more accurate local data and are legally straightforward.
